It is part of a $250-million plan the city has called "Enabling Works" according to a CBS article recently posted. The city says it's pro-active in doing all of the prep work needed for the Green Line before the central contracts are granted. The entirety of the work could take up to three years to be completed before the construction of the LRT line starts in 2020.
The operation will include environmental remediation, utility relocation, land preparation and transit enhancements. There's a lot of things unknown associated with the LRT arrangement, so by clearing the way, that work will be minimized.
It is also known that there was an early review in which the Green Line would merely pass through the Highfield industrial area without the need for a station, but the section has been included with the planned Highfield station and the potential for the city is enormous.
The area will be turned from a toxic zone into a viable portion of future, transit-oriented addition. Once the land is remediated, the area can be redeveloped to provide commercial and possibly residential use. The Green Line, which will run laterally to the existing CN right of way, will also incorporate a multi-use pathway with connections to the Bow River pathway system.
